Abstract:

In April 2005, the government of India launched the National Rural Health Mission (NRHM) to revitalize the health system and provide effective health care to rural populations throughout the country. The third phase of the National AIDS Control Program (NACP) aims to decentralize program implementation from the state to the district level by establishing District HIV/AIDS Prevention and Control Units (DAPCUs) responsible for implementation of district AIDS control and prevention strategies. In 2009, Task Order 1 of the USAID | Health Policy Initiative provided technical assistance to Uttar Pradesh in the drafting of five district AIDS action plans in highly vulnerable districts—Allahabad, Banda, Deoria, Etawah and Mau.
