Peru's Ministry of Health (MOH) approved the Policy Guidelines on Human Resources in Health (RHUS, as abbreviated in Peru) to address important aspects such as training tailored to the needs of the country, development of competencies, decentralized management of human resources, motivation, and commitment. In other words, the MOH defined the political and strategic framework for carrying out programs to develop human potential with a competency-based approach.

In order to support the regional governments in implementing the Human Resources Regional Policies, and above all, to properly accomplish these new functions, the Health Policy Initiative Project worked with Huanuco, Junin, and Pasco to design the conceptual, methodological, and instrumental framework for the System for the Development of Competencies.
