Understanding barriers to equitable health service access and use is the third component of the EQUITY Framework. Barriers are often rooted in a variety of sources, including policy, resource, operational, and sociocultural issues. Understanding these diverse issues will enable policymakers and program managers to design policy and strategies that are more responsive to the needs of the poor and other vulnerable groups. This brief explores barriers to family planning and reproductive health services in Guatemala and Kenya.
