Millions of dollars are spent annually in Ghana to prevent HIV infection, without a thorough understanding of the most effective way to allocate these funds. Therefore, the Goals Ghana application was developed to estimate the impact of budget decisions on the achievement of HIV/AIDS program goals, to estimate reductions in HIV incidence, to understand resource allocation between prevention and care programs, and to help set priorities for high-risk populations and for the development of the annual program of work over the life span of the National Strategic Framework 2006-2010 (NSF-II).
