Abstract:

The overall objective of the A2 Project is to develop a clear understanding of the HIV epidemic in countries in the region and to translate that understanding into effective policies and appropriately targeted and resourced programs. Governments and donors can then make evidence-based decisions using an empirical base to ensure that resources dedicated to HIV truly make a difference. The analyses produced by the A2 Project provide sound evidence of the need for increased resources and should be used to guide both the mobilization and allocation of resources to interventions that address the factors driving the epidemic in Ho Chi Minh City.
